Charter and By-Law Review Committee

13 East Central Street

Natick, Massachusetts 01760

Meeting, January 25, 2001

Present:  Linda Wollschlager, Raphael Herz, Jeffrey Phillips, Paul Connolly

Absent:  Philip Verzani

The meeting convened in the School Department Training Room, Third Floor, Town Hall at     7:15 PM.

Minutes of the January 4 meeting were approved as written.

Some response to the letter to Town officers, boards, and committees requesting their initial inputs has been received. Mr. Herz will prepare a follow-up letter (with a response form) to be sent before the next meeting.

The committee reviewed the timeline and added two meetings (March 22, April 5) to be devoted primarily to receive inputs from the general public. To publicize these meetings, the committee will prepare a press release by the end of February.

The committee agreed that the web site is intended to be a public web site. The committee postponed discussion of ways to publicize its availability.

The committee discussed the set of goals for the committee. After dropping one of the secondary goals from the draft list and making a few wording changes, the revised set of goals was approved. Ms. Wollschlager will post the goals on the web site.

Ms. Wollschlager continues to post the approved meeting minutes and the agenda for upcoming meetings on the web site.

Mr. Phillips reported on a suggested review of the Charter and By-Laws by committee members. All members will review all parts of both documents and will prepare written notes on (1) suggested enhancements, (2) specific changes, and (3) editorial corrections. These notes will be separated by category. They will be collated. Subsequently, the committee will review all items and determine what action to take. By the next meeting, members will provide inputs on the Charter, Articles 1-3 and the By-Laws, Articles 1-31.

The meeting adjourned at 8:50 PM.

Respectfully submitted,

Paul E. Connolly
