Meeting, November 27, 2001

 

Present:  Paul Connolly, Raphael Herz, Jeff Phillips, Phil Verzani, and Linda Wollschlager

 

The meeting was called to order by the chair at 7:14 PM in the Retirement Board Conference Room, Third Floor, Town Hall (because the reserved meeting room was in use).

 

Minutes of the November 8 meeting were approved as written.

 

Committee members reported on their review of the By-Laws, Articles 24 and 30. Identified items were added to the list of items awaiting review by the committee.

 

Mr. Herz and Mr. Connolly identified several items on this list for the agenda for the next meeting.

 

Two items were suggested for possible inclusion on the warrant for the Spring Annual Town Meeting: (1) By-Laws, Art. 1, s. 1, change date of Fall Annual Town Meeting to the third Tuesday of October; (2) Charter, Art. 3, s. 3-1(d), revise proposal on preliminary elections.

 

The committee discussed the specific items on the agenda. (In these minutes, the items are referenced by the short designation that appears in the agenda.)

 

Charter, Art. 5, s. 5-2(b). Mr. Connolly will revise the presentation of the suggested warrant article to amend s. 5-2, along with the reference material. Ms. Wollschlager will coordinate with the School Committee contact and try to obtain feedback by the January 10 meeting.

 

Charter, Art. 3, s. 3-12. Mr. Verzani reported on the new Recreation Commission contact. Mr. Phillips will discuss with the contact and the Superintendent of Recreation the issues that need to be addressed.

 

On other issues, Mr. Herz reported that the Board of Selectmen contact saw no need for further discussion about a list of duties for the deputy town administrator. Mr. Connolly said that he needed to do more research in the MGL about appointing authorities for officials that in Natick are appointed by the Town Administrator.

 

The meeting adjourned at 10:00 PM.
