Meeting, October 29, 2002 Present: Paul
Connolly, Raphael Herz, Jeff Phillips, and Linda Wollschlager Absent: Phil Verzani The meeting was called to order by the chair at 6:48 PM in
the Retirement Board Conference Room, Third Floor, Town Hall. The notice for
the meeting had been sent to the Town Clerk for posting on October 26; the
agenda had been sent at the same time. Minutes of the October 10 meeting were approved as written. The committee unanimously agreed (3-0) to approve a
memorandum to the Town Administrator containing the suggestions and comments
the committee received relative to Article 24 of the By-Laws. The committee had
been directed by Town Meeting to take this action under Article 38 of the Fall
2002 Annual Town Meeting. The committee unanimously agreed (4-0) to submit to the
Board of Selectmen a warrant article for the Spring 2003 Annual Town Meeting to
amend Article 90 of the By-Laws. Town Meeting, under Article 56 of the Fall
2002 Annual Town Meeting, had referred the subject of this article to the
committee and Town Counsel. The committee incorporated into the new warrant
article the suggestions of Town Counsel received in September. The committee unanimously agreed (4-0) to approve a
memorandum to the Town Administrator concerning action to amend Article 20 of
the By-Laws. The memorandum contained the text of Article 59 of the warrant of
the Fall 2002 Annual Town Meeting with the addition of two wording changes that
had been discussed with the Finance Committee, and recommended that the Town
Administrator consider sponsoring future action. Town Meeting, under Article 59
of the Fall 2002 Annual Town Meeting, had referred the subject of this article
to the committee and the Town Administrator. The committee unanimously agreed (4-0) that the chair
prepare a final report of the committee's activities for inclusion in the
Natick 2002 Annual Town Report. The meeting adjourned at 7:20 PM for the final time. The
