Meeting, September 10, 2002

 

Present:  Paul Connolly, Raphael Herz, Linda Wollschlager, and Jeff Phillips

Absent:  Phil Verzani

 

The meeting was called to order by the chair at 7:00 PM in the Retirement Board Conference Room, Third Floor, Town Hall. The notice for the meeting had been sent to the Town Clerk for posting on September 6; the agenda had been sent at the same time.

 

Mr. Phillips outlined a letter to be sent to Town Meeting members. Mr. Phillips and Mr. Connolly together will work up a draft based on the outline and present it to the committee.

 

The committee discussed what format for the materials to be provided to the Finance Committee will be most advantageous so that the Finance Committee can readily focus on the key points involved in the proposed changes to the Charter and By-Laws. The committee decided to provide an integrated document in PDF format. The warrant articles which the Finance Committee members already have will not be repeated.

 

The committee grouped the 38 warrant articles into three categories:  (1) make housekeeping types of changes in the text; (2) change the text so that it conforms to current practice; and (3) introduce a new practice or procedure. Some articles appear in more than one category. Mr. Herz will provide the categorized list to the Finance Committee and the Board of Selectmen.

 

Mr. Connolly reported that he had contacted the Police Chief and provided him with information on the CBRC-sponsored articles affecting the Police Regulations section of the By-Laws.

 

Minutes of the August 29 meeting were approved as written.

 

The meeting adjourned at 9:30 PM.
