Meeting, August 9, 2001

 

Present:  Paul Connolly, Raphael Herz, Jeff Phillips, and Linda Wollschlager

Absent:  Phil Verzani

 

The meeting was called to order by the chair at 7:19 PM in the School Department Training Room, Third Floor, Town Hall.

 

Minutes of the July 26 meeting were approved as written.

 

Mr. Herz stated the need to present our recommendations to the Finance Committee and Town Meeting in a concise way that highlights the reasons for our recommendations. For each article on the warrant, the committee needs to develop the rationale for the changes recommended, along with   the marked-up text showing the exact changes, when applicable.

 

Mr. Phillips noted that the Finance Committee has adopted new procedures for its review of the warrant this fall. Mr. Connolly reported that he had coordinated with the chairman of the Finance Committee to schedule the date for the articles sponsored by the CBRC. The time of the hearing is Tuesday, August 28, 7:00 PM in Town Hall Second Floor Meeting Room.

 

The committee discussed specific items on the warrant. (In these minutes, the items are referenced by the article number and short title that appears in the warrant.) The committee initiated the construction of rationales for the items.

 

Article 19, Lottery to Resolve Ties in Town Meeting Elections. Mr. Connolly will obtain historical data on ties in Town Meeting elections from the Town Clerk.

 

Article 20, Revision of Lists to Fill Town Meeting Vacancies

 

Article 21, Option to Extend Term of Charter and By-Law Review Committee

 

Article 22, Preliminary Election Procedures. Mr. Phillips will contact Jay Ball about previous suggestions to eliminate preliminary elections and may be able to obtain data.

 

Article 24, Qualifications of Town Administrator

 

Article 18, Procedures for Selecting a New Town Administrator

 

The committee did not discuss the remaining articles:

Article 23, List of Appointments Made by the Board of Selectmen

Article 25, Annual Town Report

 

Mr. Connolly and Ms. Wollschlager will prepare a draft of marked-up text.
