Meeting, May 3, 2001 Present: Linda Wollschlager, Jeffrey Phillips, Paul

meeting was called to order by the vice-chair at 7:12 PM in the School
Department Training Room, Third Floor, Town Hall. Minutes
of the April 18 meeting were corrected (for the word "Board") and
approved. The
committee discussed three specific items that first appeared on the agenda for
the April 18 meeting. (In these minutes, the items are referenced by the short
designation that appears in the agenda.) By-Laws,
Art. 10, s. 2. Mr. Verzani reported that he had met with the Acting Town
Administrator and had received lists of appointees of both the Board of
Selectmen and the Town Administrator. Ms. Wollschlager will format the lists
appropriately. (The list of appointees of the Town Administrator is relevant to
By-Laws, Art. 20, s. 1.) Charter,
Art. 4, s. 4-1(c). This item is to be addressed by a new section in the
By-Laws, Art. 20. Mr. Phillips reported that he has not completed his
investigation of this matter. Charter,
Art. 5, s. 5-2(b). Ms. Wollschlager reported that the contact for the School
Committee believed that the provisions in MGL are being followed. Ms.
Wollschlager will talk to the Superintendant of Schools on this subject and
specifically about MGL, c. 71, s. 38N. Ms.
Wollschlager distributed a draft list of investigation assignments for each
committee member. The committee unanimously approved the assignments with the
understanding that dates to accomplish any item assigned are to be specified in
advance of each meeting and that members may swap assignments for good reason.
One assignment for each member was made for the next meeting. Mr.
Connolly noted that the recent Town Meeting had referred Article 41 to the
committee for study and action. Committee
members reported on their review of the By-Laws, Articles 12 through 31, but
not 24 and 30. For the next meeting, members will review the skipped articles
