Meeting, March 20, 2002

 

Present:  Paul Connolly, Raphael Herz, and Jeff Phillips

Absent:  Linda Wollschlager, Phil Verzani

 

The meeting was called to order by the chair at 7:10 PM in the School Department Training Room, Third Floor, Town Hall. The notice for the meeting had been sent to the Town Clerk for posting on January 16; the agenda had been sent on March 14.

 

Minutes of the February 20 meeting were approved as written.

 

The committee discussed the specific items on the agenda. (In these minutes, the items are referenced by the short designation that appears in the agenda.)

 

Charter, Art. 5, s. 5-2(a), 5-2(b). School budget. There are several options with regard to changing s. 5-2(b). The committee unanimously agreed (3-0) to postpone further considera­tion until the last meeting in May.

 

By-Laws, Art. 30, s. 2, 2.4.1, 2.5, 2.5.1, 2.9. Wetlands Protection by-law. The committee discussed a proposed draft to move the Wetlands Protection by-law to its own article in the Property Regulations section of the By-Laws. Mr. Herz will forward this draft to the Conservation Commission contact.

 

Charter, Art. 3, s. 3-12, 3-12(b). Recreation Commission; park maintenance. The committee discussed a proposed draft to change s. 3-12. Mr. Herz will forward this draft to the Recreation Commission contact.

 

By-Laws, Art. 20, s. 1. List of appointees by Town Administrator. The committee discussed a letter requesting feedback from the Selectmen on their preferred approach to providing a description of the top-level organization of the Town's executive departments and the appointees of the Town Administrator. The committee approved such a letter. Mr. Connolly will draft the letter based on the points discussed and circulate it for feedback.

 

The meeting adjourned at 8:55 PM.
